Feigned or real of the

Which acts as a break on the
Worst excesses of power by
Their slowness to act on
Any policy from on
High because, as

Anywhere,
It is the
Secretaries
Who really wield
Power and determine
Actual policy on the
Ground where the
Action is and not
In the plush oak
Office of the
Regents
Who
Only think
They call the
Shots from
Leather
Chairs
At a
Big
Table
And massive
Desks with the
Newest PC software
Which no Regent
Will even know
Exists for near
A score of
Years
And
Even then
Will not know
How to
Use
Except to
Blame the cleaning
Crew for wiping
His hard
Drive
While dusting
The screen.
